Commitment on Earth Temperature Decrease

In this year, 2010, since Kyoto Protocol (1997) even a commitment in Bali, many countries not implement their agreement. America with his statement it is just  a statement on TV. Russia, Japan, Indonesia, and all still don't show significant commitment.

Many countries give their reason why they can not implement that commitment. The reason of each countries is classical but very reasonable, "This implement need much much much money". Focus on Indonesia, if we see from macro state, Indonesia is one of the developing countries. But, Indonesia is not built on one side, Indonesia is built from many side. As example, in this last year of 2010 many government departments or agencies make a plan "How To Spend The Remaining Budget". Imagine to spend it, each of department or agencies must make some plan like "Program Planning Meeting Next Year" in hotel. Not only in the hotel, this hotel must on other place where that place good for "surfing".

I believe, only God know how the budget is already out. If any, government officials want to heartened for refund the remaining money it might be become one way for funding commitment global warming decrease.
